How a BBPS White-Label Platform Works
A plain-language walkthrough of what a white-label BBPS (Bharat Connect) platform is, who does what in the bill-payment chain, and what you control under your own brand.

A white-label BBPS platform lets a business offer bill payments to its customers or retail network under its own brand, without building the bill-payment technology from scratch. This guide explains the moving parts so you can evaluate any provider with the right questions.
First, what BBPS (Bharat Connect) is
Bharat Bill Payment System (BBPS) is an interoperable bill-payment system in India, operated by NPCI Bharat BillPay Limited (NBBL), a subsidiary of NPCI. In 2024 the platform was rebranded as Bharat Connect. You will see both names used; they refer to the same system.
BBPS standardises how bills are fetched, paid and confirmed across a large number of billers, such as electricity boards, water utilities, gas companies, DTH operators, broadband providers, lenders and insurers.
Who does what
- Billers: the companies that issue bills, for example an electricity distribution company.
- BBPOUs (Bharat Bill Payment Operating Units): authorised entities that connect to BBPS and onboard agents and billers.
- Agent institutions and their agents: businesses that offer bill payment to customers through outlets, apps or websites, connected through a BBPOU.
- Technology platform: the software that retailers, distributors and admins actually use to search billers, fetch bills, take payments, track status and run reports.
A white-label provider supplies the technology platform. Your business presents it under your own name, logo and domain. The regulated connectivity to BBPS happens through an authorised BBPOU arrangement, which should be clearly documented in your agreement.
The transaction flow, step by step
- The retailer or customer selects a biller category and biller.
- They enter the customer identifier the biller requires, such as a consumer number.
- Where the biller supports it, the platform fetches the bill amount and due date.
- The payment is submitted and routed to BBPS through the operating unit.
- A BBPS transaction reference is generated, and the status is returned as successful, failed or pending.
- A receipt is issued, and the transaction appears in reports for reconciliation.
What "white-label" should mean in practice
- Your logo, colours and domain on the panel and on receipts.
- Your support phone and email shown to your network.
- Control over which users, distributors and retailers can transact.
- Your own commercial structure for your network, within the terms of your agreement.
Questions to ask a provider
- Which BBPOU arrangement is used, and what is your role versus theirs?
- Which bill categories and billers are actually enabled today?
- How are pending transactions handled, and how is reconciliation reported?
- How are customer complaints raised and tracked?
- What security controls exist: role-based access, admin MFA, audit logs?
A good white-label platform is not just a payment screen. It is the operating system for your bill-payment business: users, transactions, status handling, reports and support in one place.
